Dr Pokharel was born in 1953, in Western Hills of Nepal had Schooling in Nepal and India. He received Ph. D. degree in Regional Planning from Massachusetts Institute of Technology in 1991; Masters Degree in Regional Planning from University of Hawaii, Manoa in 1985; and a Bachelor’s Degree in Architecture from University of Thessaloniki, Greece in 1978.
Dr. Pokharel has held several high level public positions in Nepal. He was appointed Vice Chairman of the National Planning Commission (NPC) of Nepal two times between 2006-8 and 2009-2010. He held this position for 3 years. He stepped down from the position immediately after the major political changes that took place in the country after 2005/6. Before being appointed as Vice Chair, Dr Pokharel was Member of the same Commission for five years—1997-2002. As Member of Commission he was responsible for guiding country’s local governance policies as well as overseeing the implementation of devolution and decentralization policies of the country. During this period he led designing of special and targeted policies and programs for remote areas, disadvantaged groups, and indigenous ethnic groups. He was also responsible for coming up with major policy and plan for the environmental protection and infrastructure development of the country. He has led several Ministerial and High level state delegations abroad in different countries and organizations including ESCAP Annual Meetings in Bangkok and Kazakhstan, SAARC Poverty Summit in Maldives, World Mountain Summit, Social Summit in Johannesburg and recent Un Millennium Summit in New York.
Dr. Pokharel has headed various national taskforces and commissions formed by the government of Nepal, including High Level Commission on Decentralization, Public Private Partnership for Infrastructure Building and others. Recently he served as a Vice Chairman of the High Level Committee on Least Developed Countries which Nepal was chair until recently.. Dr. Pokharel has provided consulting and advisory services to Nepal government and international agencies such as World Bank, Asian Development Bank, UN agencies on environmental protection, evaluation, strategic planning, governance, decentralized governance, Millennium s and other related areas.
Dr. Pokharel’s research interests include understanding role of power in bargaining and negotiation for consensus in governance, environment and natural resources.
